This book chapter provides a historical account of the development of the Chemical and Biological Weapons treaties and the emergence of international CBW terrorism in the 1990s. It argues that while the treaties were not designed to tackle terrorism, they can make an important contribution to ongoing efforts to stem terrorist access to chemical and biological weapons.
