Technology Policy and Global Warming: Why New Policy Models are Needed (Or Why Putting New Wine in Old Bottles Won't Work)

Nelson, Ben MartinBen MartinThe growing urgency of the global climate challenge has triggered a lively debate in Washington DC, London, and other national capitals over the design of policies to reduce greenhouse gas emissions. While there is no consensus on this, informed participants in the policy debate believe that success in this effort will require the development of new technologies, and that strong governmental technology policy is an essential component of any portfolio of policies aiming to stop and reverse global warming. Many supporters of government action argue that the problem is so great, the need for new environmentally friendly technologies so urgent, and the time remaining for implementation of solutions so limited, that a Manhattan Project or an Apollo Program is needed.
