Developing the area of freedom, security and justice : a challenge for the European Union and Member States: The development of the area of freedom, security and justice poses three huge challenges for participating European countries, maybe even more so than the creation of the internal market. These challenges do not chiefly concern the identification of joint objectives, which is relatively easily done. They mostly relate to the incorporation of European law on the area of freedom, security and justice into national law, which is far from being achieved, and the development of specific and effective co-operation arrangements between Member States.
