This article explores emerging themes from the literature on gender and higher education in low-income Commonwealth countries. It attempts to engage with a range of unpublished or `grey¿ literature and to identify aspects of gender inequality that universally disturb and discomfort. The dominant literature in the field of gender and higher education is from the UK, USA, Northern Europe, Canada, Australia, and New Zealand. Yet there is considerable gender equity activity also in low-income Commonwealth countries. But the nature of gendered change or obstacles to gender equality in higher education have not been systematically mapped across the Commonwealth and there has been an absence of multilateral dissemination. The article highlights how gender has been excluded as a category of analysis in writing on the changing political economy of higher education and the development of borderless provision.

Notes

This article is based on early conceptualisations for the DFID/Carnegie funded research project on Gender Equity in Commonwealth Higher Education. The article was refereed by members of the international research community and was included in a special edition on gender and higher education, as an invited contribution. The research project and the article resulted in several international keynote addresses e.g. Canadian Association of Graduate Studies, Toronto, November, 2005; the International Women¿s Executive Development Conference, Adelaide, Australia, April, 2006. It also drew on research prepared for keynote addresses e.g. Senior Women Academic Administrators of Canada Conference, April, 2004; DFES Research Conference 'Learning by Comparison: International Experiences in Education and Training'. London, December, 2003; the Claire Burton Memorial Lecturership, Australia, 2003; The European Network on Women and Higher Education Conference, University of Munster, Germany, October, 2002. The project was also disseminated via papers presented at international academic conferences: the Multiple Marginalities Conference, University of Helsinki, Finland, June, 2004; The European Network on Women and Higher Education Conference, Brussels, June 2003; Panel presentation on the Gender Equity in Commonwealth Higher Education research project, 9th International Interdisciplinary Congress on Women, Seoul, Korea, June, 2005; the UNESCO invitational seminar `Colloquium on Research and Higher Education Policy : "Knowledge, Access, Governance: Strategies for Change", Paris, December 2004; SRHE International Conference: Globalization: A View from The South, Cape Town, South Africa, March, 2001
