UK industry has long relied on external labour mobility to upgrade skills and competencies, leading at times to crisis when the external supply dries up. This paper uses a case study of a large UK telecoms company to modify theory. It argues that individual employment practices may not work, and for effectiveness the internal work environment needs to adjust to broader external human resource changes.Full text available
