This fascinating, multifaceted volume is the work of both political scientists and lawyers. Their contributions not only blur disciplinary boundaries, but also profitably combine empirical and normative concerns, occasionally venturing into prescription. The underlying tone is clearly liberal, supporting the rights of individuals – often third country nationals (TCNs) – to reside and remain in European countries, even when those countries do their best – often in the teeth of legislation and guidelines they themselves have approved – to remove them, or (increasingly) to prevent them coming in the first place.
