This conference paper considers two potential roles that particular members of a state (other than those government officials who act as their state’s representatives during BWC meetings in Geneva) may play in enhancing transparency and in demonstrating a state’s compliance with the obligations laid out in the BWC. The paper explores how changes to the information environment have opened up potential new information provision and analysis roles for actors other than governments – the products of which may be of use during transparency and compliance discussions at an international level.
