Abstract

State funding for public infrastructure projects has come under greater scrutiny where public services are mixed with commercial interests and this has consequences for regional policy in the EU. This chapter examines the ground breaking case of DHL Leipzig Halle where the European Courts examined the necessity of separating public services from commercial services when deciding if a local authority grants state aid.
