Abstract

The concept of sovereignty unites two basic questions of the political: those for the ultimate authority and those for their justification. Since its creation, the term offered political solutions to authority conflicts and expansion of participation. These issues are now being raised in international relations and in the political system of the European Union. Does state sovereignty become less important? How current is the idea of ​​popular sovereignty in transnational forms of democracy? The author establishes a connection between the transformation of the concept of sovereignty and its justifying force for contemporary problems. As long as the term fulfills its function in a creative way, it is not obsolete.
